Re-Implement Staff Heads into Treasure Chests

This was one of the coolest features about looking for treasure chests on the old server and it would be cool to bring back to be able to collect full staff heads again.

I dont think you can get any full staff members heads right now. I think its just creators but I could be wrong. I'm yet to see any others

Heads do appear in chests, just no the current staff.
